Although the LWR project has been suspended, it represents a unique undertaking. The implementation of the project has required the cooperation of many diverse organizations working closely to construct two light-water reactors, and associated support infrastructure, in the DPRK.
KEDO
KEDO, as the developer of the LWR project, is responsible for overall project management and nuclear safety of the LWR project until it turns the LWR units over to the DPRK.
KEDO's Project Operations Division is responsible for all of KEDO's LWR contracts, construction, and site study oversight requirements. KEDO's Nuclear Safety and Quality Assurance Division is charged with assuring that the LWR project meets international safety standards
KEPCO
KEDO contracted with the Korea Electric Power Corporation (KEPCO) in Seoul to provide the two LWR units on a turnkey basis (i.e., complete and ready to use upon delivery). KEPCO is a government-invested utility, which constructs, owns and operates nuclear units in the Republic of Korea (ROK). There are a total of twelve Korean Standard Nuclear Power Plants (KSNP) plants either in operation or in stages of construction in the Republic of Korea (ROK): seven plants are in operation, one is in commissioning, and four are under construction. KEPCO is responsible for LWR project management, fabrication of equipment, licensing support, construction management, quality assurance, procurement, and training of the operations, maintenance, and engineering plant staff.
